About the Author
William J. Rothwell is professor of human resource development in the Department of Adult Education, Instructional Systems, and Workforce Education and Development in the College of Education on the University Park Campus of the Pennsylvania State University and director of Penn State's Institute for Research in Training and Development. He also is president of Rothwell and Associates, a private consulting firm with more than 30 multinational corporations on its client list.

Rothwell's latest publications include Building In-house Leadership and Management Development Programs (with H. Kazanas); The Competency Toolkit (with D.
